Prior to beginning R&D, Mr. Devlin was responsible for transportation services for the Los Angeles County Office of Education. Charles Devlin has been involved in a wide variety of transportation issues at the local, state, and national levels. Highlights of this involvement include serving as a specialized transportation coordinator for the Olympic Organizing Committee during the 1984 Summer Olympics, and presenter at the national workshop sponsored by the U.S. Department of Education’s Advisory committee on pupil transportation services. Mr. Devlin holds a Master’s degree in Public Administration from the San Diego State University and a certificate in transportation management from the University of California Institute of Transportation Management at Irvine.
Leticia Leon has ten years transportation management experience encompassing Regional Center, Dial-A-Ride, Senior Transit, and extensive experience in fixed and flex-route scheduling and contract administration. Leticia has held leadership positions throughout her transportation career in dispatch operations, scheduling, travel training services, and most recently as R&D Director of Operations. Ultimately, Ms. Leon believes that the best part her career is having the opportunity to improve services for individuals with disabilities. Ms. Leon holds a Bachelor in Science degree in Business Management from California Lutheran University, Thousand Oaks.
Ms Trotter is responsible for all R&D Transportation Services accounting operations, including financial and budget reporting. She oversees the Human Resources department and works with, Director of Operations, Leticia Leon, on all project cost analyses; she reports directly to President, Charles Devlin. Sandi has been employed at R&D since September of 2000 and holds a Bachelors Degree in Accounting from Cal Lutheran University.
