Charles Devlin, Founder, President & CEO

Prior to beginning R&D, Mr. Devlin was responsible for transportation services for the Los Angeles County Office of Education. Charles Devlin has been involved in a wide variety of transportation issues at the local, state, and national levels. Highlights of this involvement include serving as a specialized transportation coordinator for the Olympic Organizing Committee during the 1984 Summer Olympics, and presenter at the national workshop sponsored by the U.S. Department of Education’s Advisory committee on pupil transportation services. Mr. Devlin holds a Master’s degree in Public Administration from the San Diego State University, a certificate in transportation management from the University of California Institute of Transportation Management at Irvine and attended Harvard Business School’s Executive Education Program in Boston, MA.

 

Leticia Leon, Director of Operations

Leticia Leon has close to twenty years’ transportation management experience encompassing Regional Center, Dial-A-Ride, Senior Transit, and extensive experience in fixed and flex-route scheduling and contract administration.  Leticia has held leadership positions throughout her transportation career in dispatch operations, scheduling, travel training services, and most recently as R&D Director of Operations.  Ultimately, Ms. Leon believes that the best part her career is having the opportunity to improve services for individuals with disabilities.  Ms. Leon holds a Bachelor in Science degree in Business Management from California Lutheran University and will be achieving her Master’s degree at Pepperdine University.

 

Lorraine Warshaw, Chief Financial Officer

Ms. Warshaw brings over four decades of experience in finance, business strategy and executive management to her role at R&D. Prior to joining the company, she provided strategic consulting and executive mentoring services to R&D for over 20 years and served on its Board of Directors.  During her career, Lorraine has held numerous executive leadership and Board roles in both for-profit and nor-for-profit organizations in both the United States and New Zealand.  She holds a BSc degree in Business Administration (Accounting), with honors, from the University of California at Berkeley (Go Bears!) and an MBA from Harvard Business School.  Her interests include volunteerism, the arts and anything that requires a ticket.
